Understanding the WAIRE Program
The Warehouse Actions and Investments to Reduce Emissions (WAIRE) program, spearheaded by the South Coast Air Quality Management District (SCAQMD), mandates significant emissions reductions from large warehousing operations in Southern California. This initiative focuses on decreasing nitrogen oxides, diesel emissions, and particulate matter, essential for warehouses with at least 100,000 square feet, which are required to accumulate WAIRE Points to mitigate their emissions impact.
WAIRE Points Compliance Obligation (WPCO)
To qualify for either the ITC or the PTC, your commercial solar system needs to meet specific eligibility requirements. Here’s a breakdown of the key points:
Compliance under WAIRE is calculated based on:
- 1. WATTS (Weighted Annual Truck Trips): The total number of one-way truck trips to and from the warehouse, adjusted for the type of truck. Formula: WATTs = (Class 2b–7 truck trips) + (2.5 x Class 8 truck trips)
- 2. Stringency Factor: A numeric value that determines the compliance obligation for warehouse operators. It is set at 0.0025 WAIRE Points per WATT, phased in over 3 years by the Annual Variable – see below.
- 3. Annual Variable: An adjustment factor that changes annually as the program phases in.

For a 175,000 sq. ft. warehouse in 2024 with 10 Class 7 truck visits and 20 Class 8 truck visits (1 visit = 2 trips) per day:
