California Property Tax Exclusion - Primary Incentive (Expires January 2027)

California exempts solar installations from property tax reassessment under Revenue and Taxation Code Section 73. The average Oceanside installation at $17,769 adds nothing to your annual property tax bill. This exclusion expires January 1, 2027 – homeowners who complete installation before the deadline lock in the full benefit for the life of their system. With no other major financial incentive available for homeowner purchases in 2026, the property tax exclusion is the primary reason this year is the right window to act.

Lease and PPA: Section 48E Through Mid-2026

Federal solar tax incentives for homeowner cash and loan purchases were eliminated effective January 1, 2026. However, installer-owned systems – solar leases and power purchase agreements – still qualify for the Section 48E commercial tax credit for systems with a construction start before July 4, 2026. Coastal Oceanside is not in SDG&E’s High Fire Threat District, which was required for the Equity Resiliency tier regardless. Permitting & Approvals

The City of Oceanside participates in the SolarAPP+ program, which provides instant permit approval for eligible residential solar systems. The SolarAPP+ platform fee is $25, and the city building permit is issued immediately once the SolarAPP+ approval is uploaded to Oceanside’s eTRAKiT portal.
